Windows Server 2008 with Terminal Services

Issue
When non-admins are trying to shadow users across servers the following error displays:
“Shadow Failed. Error code 0 (Error 0 – The Operation completed successfully.)”
Resolution
Open Terminal Services Configuration
Right Click on ICA-TCP under connections and select Properties
Go to Security Tab , make sure the group in question has following permissions (Edit Special permissions)
- Query Information
- Remote Control
- Logon
NOTE: Be sure to restart the server after making the above changes
